Why would you like to shrink it?
The fences hitbox is hight because animals and monsters shouldn´t leap over them.
It is the meaning of the fence to be 1.5 blocks tall.

I have an idea for pushing further than 12 blocks.
You could take a piston as 12th block and then you could always power that piston first, let the power down and then power the other piston.
