Well since the other two brick types are made through a liquid dripping through, why not cement for this? It makes sense in a way, considering it's changing the design on the outside, it could just be small layer of stone over the old.

Build your windmill at bedrock level. Bust your ever-lovin' ass to get waterwheels to work, get rid of the windmill, or use it as a lure. Simple enough to fix. Cobble. It's a great multi-tasker. It can make buildings, paths, platforms, any structure you need. It can also come in block, stair, and slab form. It's also extremely easy to get a hold of. The "animals" in minecraft aren't technically living. I said it somewhere in another thread, but essentially the minecraftian animals don't have the traits of something that is alive, meaning that they are really just walking bags of resources.
