Signs placed in water do not update flowing water, which allows infinite flowing water from buckets

A sign placed into a water stream does not stop the water from flowing because it does not update the water. If done into a water stream created by a bucket, it can prevent it from decaying leaving a permanent water stream.

Fixed for next release for both signs and skulls.
