While I'm no etymologist, I would say that "he" would be neutral, and everything is at first assumed male. Examples being "All men are created equal", "all mankind", etc.

I know what you're talking about, but those were in no way being marketed towards western woman. There's no danger of an angry ex using one. They're specifically for women in places with extremely high rates of rape, like the Republic of Congo or South Africa.

Unfortunately, as gang rape is pretty prevalent there, I don't think they'll do as much good as the makers hoped.
